The Immigrant Access Fund provides loans that help to pay the costs associated with accreditation, training, or upgrading for internationally trained immigrants even though
many of them find it hard to pursue their careers in Canada because of accreditation difficulties.
Great try, Audrey. But your conjunction seems to misconstrue the situation.
I think you want to say the opposite of "even though" -- maybe something like "because" or "as":
The Immigrant Access Fund provides loans that help internationally trained immigrants pay the costs associated with accreditation, training, or upgrading, AS many of them find it hard to pursue their careers in Canada because of accreditation difficulties.
or (using a relative pronoun):
The Immigrant Access Fund provides loans to help pay the costs associated with accreditation, training, or upgrading of internationally trained immigrants, many of whom find it hard to pursue their careers in Canada because of accreditation difficulties.
